I take it this is not supposed to be on the drivers side inner fender?

If you're referring to that metal strip -- I don't have anything like that on mine. Perhaps the remains of a bracket used for a windscreen washer bottle?

Actually, I forgot to look to see if there is a hole behind it or weather it is just screwed on there. Maybe I won't need to patch it.
