Given the long switches (Gotta love them!!) my guess would be a mini derivative like Riley Elf or something like that. Just a guess tho.
 
It's been a long time, but I'm pretty sure that's from an early Hillman Imp.

Visible through steering wheel, and the switches operate indicators and headlamp dipping
