Advice needed in removing front left fender.

I have removed all the bolts from front left fender except for the one that is accessed from inside the car's side kick pannel. There does not appear to be a bolt to be removed. I can slide the fender back and forth aprox. one inch. It appears that it is stuck at he area where the bolt should be. The right fender does have a bolt which can be accessed from the side kick pannel. Any suggestions?

Have finally removed fender. Bottom on fender missing (rust) which allowed a better view. The captive bolt was present but bolt was not present. Just kept on sliding back and forth and upward until fender released. It must have been rust which would not let go. Another little battle finally won. The car constantly challenges me.

Gerry - These bolts are hard to install when it comes time for you to put the fenders back onto the front of your TR3A. For my TR3A, I took a normal bolt 1/4-28 UNF about 3/4" long and welded the threaded end of another similar bolt, but about 1-3/4" long to the head of the shorter bolt. This makes it look like the long bolt is standing on the head of the shorter bolt. Now you can use your fingers to get the bolt assembly started and with a 7/16" socket, it becomes really easy to tighten the bolt with the socket on the head of the long bolt. Once it's in and the interior trim is installed, no-one can see the "trick" bolt.
