The needle and seat should not have a washer. The Grouse jets are designed for a washer.
I've had good luck with the needles that have the viton (black rubber) tips. I've had poor luck with the Grouse jets, but I understand now that they have a anti-corrosion coating on them that needs to be cleaned off with a strong solvent like acetone. (If they need an anti-corrosion coating, will they start to corrode in the bowl? I have no idea.) I never cleaned the ones I had.
