Vermont is no longer registering out of state cars.

Many of you may have heard that Vermont was the go to place to register a car with missing paler work/title. Because there was so much fraud involved they recently stopped registering out of state cars. Have any of you used a title company that is legit to get your classic car registration?
 
I used a company in Texas years ago. If I remember, they registered my vehicle in New Hampshire in their name then they sold me the vehicle back for $1. I then took the New Hampshire tittle and registered the vehicle in my state.
 
Would this be the same as a police officer friend verifying and signing off registration papers on a previously untitled classic car? I did this for my Healey years ago to get it in the road. AAA may provide this service as well.
 
In South Carolina, I bought a 70 MGB with no papers, only because I knew the fella for many years who had a sod farm. The "B" was in a shed for 10 or so years and the paperwork got lost. I checked with motor vehicles and an inspector came out, showed him my receipt from the owner, he took the serial number from the car and a new form was sent to me to fill out. Took it to motor vehicles and a new registration and tags were issued. Took about two weeks. (y)
