If it's still in the DMV computer a buyer can pay back fees and get a title which could be expensive. This is presuming it doesn't come back as stolen. =-O
If it's not in the computer they can get a title as well, the car has to be inspected at a DMV office to verify the id number in either case. Obviously a buyer would want to check that out beforehand!
