TR2/3/3A Steering Box Upper Bearing Race

The upper bearings in the steering box were either loose or contained in rusty segmented bearing retainers. The race itself appeared to be undamaged. The race could easily be rotated but not easily removed. Installed a different upper race, using a socket to seat it. The new race also cab be easily rotated. Is this normal? If not, can I use Loctite for lose bushings to correct the problem.
 
I don't think it should turn; but there doesn't seem to be anything keeping the lower one from turning either, so maybe the upper one was loose originally as well. At any rate, I used Loctite on both of them, the last time around, and haven't found any problems yet.
