rear springs - 1968

Hi.
I have just removed the rear springs from my Sprite to examine the bushings. I found that the front spring shackle bolt has the head welded to the flange. I'm guessing that someone has done a hack job on it. If so, can anyone describe what is supposed to be there? The shop manual doesn't say much. The silentbloc bush seems to be ok at least.
I'm guessing it will need to be pressed out of the spring and a new one pressed in? After I cut off the welded bolt...

I had mine out last winter too. Best of my memory, the bolt heads were welded (to the washer?) Can't remember exactly, if none of the more knowledgeable folks don't respond in a day or two, I'll dig thru the old photos. I had to cut the bolts/nuts off anyway as they were frozen.
