TR4/4A Heater control valve - cant completely turn off

Folks, I have a question about the heater control valves. The one that came on my 65 Tr4a (not the original part), never seemed to shut off completely, even with the control pushed all the way in. I recently bought a new one from Moss, but it behaves the same way. No matter how I adjust the cable, the valve never seems to close all the way (plus the movement of the new one feels very stiff). Any tricks to setting these heater control valves so they will shut off?

I don't have a solution, but every spring I physically move the valve arm firmly to the closed position on the valve itself. This is on a valve I purchased from Moss around ten years ago. As I said, not a solution, just a workaround.
 
Mine needs a little push at the valve for full range. For me that's on once late fall and off once in the spring.
